This is mainly just a post to remind myself , since I dive into the drupal installation code every time I try to set it up on an IIS server. I keep forgetting why it stalls at the first screen of the setup process. I fill in my db-settings, and then it just asks me to fill in those settings again.

I probably forget since it’s such a simple thing… just allow the IIS user to modify the file sites/default/settings.php
